Look at the new casino being built in Florence after a couple years of what can only be now described as a fake casino. Understand the finer point of Bus Rapid Transit, known locally as EmX, which attempts to build a light rail line with no rails.
Taken together, the motto for the area seems to be “pretend to build it and if they come, then build it.”
