If the proposed gas tax loses in Eugene, what will that mean. For that matter, what if it wins? Both outcomes will be telling. Here’s what we can say almost for certain before the ballots are counted. It will pass by large margins in the central and southern parts of town. It will lose by similar margins in the northwest and probably also in the north. The undetermined variable is voter turnout. But chances are very good we’ll be seeing again “two Eugenes.” But this time we might be able to do something about it.
