In 1963, Ireland imposed what they called a Turnover Tax of 2.5 percent. It was controversial in its time because it was assessed to each transaction, with no deductions for expenses. In concept and calculation, it’s identical to Measure 97.

While the protests in Egypt were swelling last week, Douglas Engelbart was dying from kidney failure in his home in Atherton, Calif. at the age of 88. Engelbart led a revolution of a different sort by inventing the computer mouse in 1963.
