Why do people say 'after dark' when what they mean is 'during dark'? RG06.4 Expectations in Salem

Our state legislators this week begin a grand experiment that could lead to annual sessions in the state capitol. It’s the most difficult of assignments, because expectations — better to call it wariness — is piled up on both sides. Citizens want to see them being productive and efficient, but not TOO productive and efficient. If they do too much or too little, Oregonians will begin muttering to one another that the lawmakers have crafted a solution in search of a problem, that it’s just another power grab, that they want things back they way they was. The signs at the opening are not encouraging. If the leaders have crafted careful parameters and a clear agenda, it hasn’t filtered down through the media to regular people yet. Next week may be too late for this step in the expectations game.
