Why do people say 'after dark' when what they mean is 'during dark'? RG04 part two offers solutions

Ever since Arr-Gee reporter Diane Dietz described me as a “gadfly,” I’ve been more than careful about not complaining about matters for which I have no solutions. Downtown development is no different. But last week I had to sort of leave readers hanging, because I offered a hint of a solution — revive the Eugene Development Commission, disbanded in 1982 — but I couldn’t give the full picture of a solution that I think the left and the right could both embrace. That’s what I intend to do this week, so I won’t be offering three other options. I feel obligated to finish the story I started last week. (And I’m grateful to my editor at The Register-Guard for allowing this slight departure from protocol, such as it is.)
