Loading ...Tax increment financing, also known as Urban Renewal Districts, raise money by manipulating the future. That sounds sort of creepy, but it’s not. It sounds Frankensteinian, because it requires the future to become destiny, borrowing money against a future windfall, but it’s done all the time and it works. It’s not much different from saving for college, or buying a cow and paying for it with milk. The concept, applied differently, even garnered last year’s Nobel Peace Prize. So why does the hard left oppose it in Eugene? Beats me.

One of these four ideas will be developed into a column on Wednesday to be published in The Register-Guard on Friday. I’m asking you to help me choose between them.
